docs: README 中英双语、AGENTS.md 压缩、过期文档归档标记

- README.md 增加中英文切换，新增 README.en.md 全译；修正测试计数(19→36)与主机指纹超时(30s→120s)
- AGENTS.md 压缩 53KB→25KB，保留全部硬规则与踩坑结论
- 五份已完成/过期文档（旧计划、设计稿、STATE 快照）打归档横幅
- superpowers 两份旧计划勾选收尾并归档
